I don't know who told you that but no there is no rainbow chocobo at all so you won't be able to get it.

There is such thing but it's only possible with a cheat device (from what I've heard).

It MAY be possible to get one if you use GameShark, but I'm not sure myself. But without cheating, it is impossible to get, and doesn't exist.
