how to open the sealed portal

I can't seem to figure out how to open the sealed portal at the benirus manor in anvil in the basement if any one knows how to open it or if you can't open it at all the please let me know.

The person that you bought the house from in the first place, you must find him ( He's in Imperial City ) and go through his dialogue tree. Once you do, meet him back at the Anvil Inn and he will open it for you. Be forewarned, you must have the hand from upstairs and you will have to fight a Lich inside.

Ok waht you do is when you find the portal sleep in the bed for and hour a least. Then when the ghosts attack you kill them and find the pot that fell in the living room of the house. Then when you read it (if you want) you ask people where he went. They will say ask the counts arms. Thats all I know from that quest. Hope this helps!

I did all that. He is on the other side and I cant get through.
