Go to the Security Stronghold. There are a lot of Monsters there. Try Melzar's Maze also. To get in there, you need to start the Dragon Slayer quest. Also try the Arourge(Spelling) marketplace, the one with all the stalls. Kill some guards there and steal some cakes to regain health, you can only go there if you are a member though. All others you can go to.

For level 59's I would kill rock crabs. They are lvl 13 and give about 200xp per kill. That was a Member way. A non member way is to go to the Stronghold of safety, a short distance North of the Stronghold of Security and kill the lvl 50 something roaches. As superbird said, Ardougne(I think it's spelled right) is a very good place to train, BUT you need at least 5 theiving to steal from baker's stalls.
The skills you would need to increase combat is that to train atk or str. I advise you to get some def lvls at the same time.
