I have lost my rainbow boots, and how or where can I get them back? If I even can

You need to go to the Stronghold of Security in Barbarian Village (West of Varrock, East of Fally, South of Edgeville). In the center by the mining rocks head down the ladder. Continue to use the VINES and LADDERS in the FIRST room until you reach the bottom and you can get your boots back for free. You do not need to run through the entire stronghold again.
