No not were the present is. It's proboly too late now but you no were the shop is on the left side youll see to star loking things. The blue and green. Explorer jack is there. If you have any question add : zxrdm (my username)

Yes it might be to late, but this if for future Knowledge if Jagex dose something like this again. Jack Frost, Hes in random spots (meaning each person has a different one) The best way to find him is useing the Snow Imp the Neckless summons, you check the temp with him he will tell you Either it's Warm/Hot Cold/Freezing
Your looking for Cold, so head a few steps West and Check if he says you're Colder continue west, if he says warming try walking east and checking.
Try this method for each Direction till he says warmer, onces you're Freezing Look on the mini map for a Snow Patch, Jack should be there. If not then I recommend looking on the Map, and looking around for a snow patch close to your location.
