Ok, can someone please tell me why some people appear as blue dot (rather than white) on the little map in the top right hand corner?

I think this is a runescape2 question so start checking there, but I can answer u.
The reason why people become Blue Dots on the mini map is cause their wearing the same team cape you're wearing (basically it shows you're team). Example:
Your wearing Team Cape-43, you walk up to someone wearing Team Cape-44 they are white dot, while they change into Team Cape-43, they then become a "team mate" and shown as blue on mini map.
