Nothing. Though they are called party hats. They were a holiday item that were dropped during a 2002 christmas. Now they are no longer dropped and are super rare. They are worth any where from 200 - 600m a piece. If you get them all, all you get is the feeling that you are rich and play too much. Now a days with all of the new updates it will be very hard to get them, so good luck.
