I am stuck on the final milestone , I need to complete this to be able to challange no 1 on the black list. Any suggestions

What kind of milestone are you stuck wit? The 850,000 cost you must do to cmplete? If so for me thats pretty hard just do tis on the highway,thats what I did, I just finish tis game last wik,its easy after beating Razor,bec. Of cops around you trying to jump frm an old bridge... Is the 850,000 prsut cost the one you're talking about?

You mean a bounty milestone or a police pursuit milestone? Go to your Blacklist menu in your SafeHouse and select Bounty. Now select the one that says something about using the highway. Now if you just keep following that way, you'll just keep doing circuits and it's pretty easy to dodge roadblocks and such on the highway. When I did this, I easily got over 2 million bounty in one police chase. And that was in about 30 minutes, on Level 6 police, using my fully upgraded Porsche Carrera GT.
