Riolu just needs to be happy, give him a soothe bell, massages, first pokemon to come out in your team, and in no time he'll evolve, they have to level before evolving. I have had to raise a ton of Riolus into Lucario, and my Lucario is not lvl 60 so far. It's not hard.

To evolve riolu, you need to go and make his happiness higher in the day time

use ice and riolu evoles with love im not kidding you have to use it in battle raise the level til it evolves
