Why has my moes tavern not been unlocked
I havr completed tge level to yet moes tavern but it has not unlocked yet I'm actually 3 levels past what do I have to do to unlock ut?

It is important to remember that while Town Level does apply, the actual triggers that cause a Building to unlock is not simply reaching Level 15 or above. You need to also need to flag and begin the Quest "Is There an Al Coholic Here Pt.1" flagged via Homer. To get to that quest though you have to have completed all of Homer's pre-Level 15 quests as well.
