2015 Terwilliger Special Event
In addition to being the first Springtime Special Event, this Special Event - that we are now referring to as "TSE" (that actually stands for THE SPECIAL EVENT but still) includes the following schedule:

As we log into the game following the Update we discover that Cecil Terwillger -- Sideshow Bob's brother -- has appeared in Springfield, setting off alarms in Lisa Simpson's head! And for good reason - that family has a long History of nasty!
Last year the clue was dropped by the wizards who make this awesome game that Sideshow Bob would eventually become a playable character - rather than the reactive NPC that he is now - and this may very well be the event that makes that happen!

When you consider that Professor Frink is literally based on Jerry Lewis (for those of you too young to know who Jerry Lewis is, which come to think about it would be 94.7% strictly speaking, he was a 20th Century Comic of great repute known for screaming "Laaady!" whenever he gets nervous).
Anyway, considering that this character is based off of old Jerry this game must be wicked popular in France, where the man is considered a comic GOD.

While the Mayor sort of succeeded in guilt-shaming Cecil I get the definite impression that far from making a gesture for recompense it feels like Cecil wants to build the stage... In fact it feels like he would have found a reason to build it anyway...

This is basically the hub for the entire event.... Give that statement a bit more influence and importance in your mind than you usually do because it is in fact more important and influential than is ordinarily the case.
What is Monsarno Research?
The simple answer to that question is that Monsarno Research is a Building that the players have built at the prompting of the Missions and Quests System in Tapped Out in order to establish the headquarters for the current Special Event -- The 2015 Terwilliger Event -- which in reality should probably really be referred to and known as "The 2015 Terwilliger Special Event" but hey, you don't always get the proper name for events like this one... Sigh.
Limited Time Adventuring
The TSE - that is what we are calling it now -- has a timer running - so it would be an idea for you to both take that very seriously AND work hard at accomplishing all of the goals it has built into it. Just saying.
To make this easier we are now going to dissect the special menu and TSE Interface that may be accessed at any time by simply tapping the Oddly Shaped (TM) Trophy Icon at the mid-bottom of the play screen in Tapped Out.
This special pop-up window and interface offers the following in a tabbed fashion:
