How do you propose, no matter how many times I try I can't get "propose" on the social menu.

If you cant propose, it might depend on who youre trying to marry.
Say you were charity you just cant marry Arty because you cant marry a family member.
(try marrying a person you made in free play)
Trust me it should work otherwise youll just have to keep trying different people.

What you need to do is make sure that both Sims are in a good mood before you propose.
I've had several successful attempts at proposing to Artie. Make sure that your sims have eaten, gone to the bathroom, rested, had fun, etc. before you call them over.
Make sure that you serve a meal and turn on the TV or whatever before you invite them over. If you are visiting their house, you cannot propose to them. You have to invite them over.
Make sure that you don't try and marry anyone that is living alone (ie. Mimi, Dudley, Malcolm, Mom(you can't marry her anyway, she's your mother!!!)) Make sure that the sim you invite over eats, goes to the bathroom.
After they've gone to the bathroom, have your sim watch TV, and invite them to watch TV.
After they get up, there should be an option, assuming your mood is up too.

It Works For Me Every Single Time: you cannot marry someone who is a part of your family, so make friends and fall in love with a person from a different house. (note: in Bustin Out if they are already married you cannot marry them) when you are in love with 100, serve a meal and invite them over, after they eat let them use the washroom.
After they use the washroom go watch tv as soon as you are sitting on the couch select the person you wish to marry and there will be the option, 'Watch TV' when both sims are full of fun they will both stand up, when they stand up select the Sim and you will have the option, 'Propose" its a sure thing and it works EVERY time.

The reason you can't get propose on your list is because it is a goal at Club Rubb so try again when you move there.
All the other people are writing 'how to marry', I'm sorry they aren't reading the question.
