You should've just gone to the cheats section... But oh well.
Without pausing the game or holding any buttons, just press down,L,Z,R,Left,X. A blue gnome should appear inches from a trashcan. From there, type in cheats from the cheats section and there you go!
And it should work on all systems, including European, Italian, Spanish, French and Japanese.
