To get in that building you need to fall down a chimney on the roof. It is one of 2 hidden treasure rooms. To get out you must take a picture of the mirror in the room (hidden under a cloth) on your game boy thing. + if you don't know the other treasure room is in the corner of the room where you catch the butler.

Go onto the roof and go to the far right. Go up the ladder on the "chimney" and drop down into a room. That room is the boarded up room. Use your gameboy horror to get out by clicking on the mirror.

First to get on to the roof you have to vaccum up the soldiers then theres an elevator that you can go up to the roof with. Now go to the right until you see a big chimmney with a ladder go up that and you should find yourself in a treasure room, of course, get all of the tresure. Then, you vaccum a blanket thats over a hidden mirror. Then, get out your gameboy horror and examine the mirror by pressing the "X" button on your controller. It should make some strange noises and images, and you will end up in the room you began the game in. Hope I Helped!
