Either blow out the candle lights or light them (the opposite of how you found them). Then as he's eating, suck up the food that he is indulging in and he will get anxious. His waitresses will come out with more food. Suck them up and he will be completely scared. That's when you suck him up. As long as the waitresses are gone, he won't get anymore food. So if you fail to vacuum him up the first time you try to, your second chance will come right after he appears again.
In order to defeat Mr Luggs, you must first obtain some fire element, and light the candles near him. Next suck up some of the food he is eating so that waiter ghosts appear. Waiter ghosts cannot do damage to you. Kill the waiter ghosts and suck up all of Mr Lugg's food again. He will become angry and start to shoot fireballs at you. Avoid them, (you can either run around the dining room avoiding them, or go into the kitchen and finish that room) then suck him up. Because Mr Luggs is an optional portrait ghost, defeating him will reward you with a green chest. Open it to get a white diamond and lots of bills, gold bars, and gold coins. Gold coins are worth 5000, bills are worth 20,000, gold bars are worth 100,000, and the white diamond is worth a whopping 2,000,000!!!
