I can help you with these, but it'll take a while. OK, here we go:

Vulpix: You can find Vulpixs in the outdoor area of Mt. Pyre.
Grimer: You can find Grimers in Fiery Path. On Sapphire, they are fairly common, but on Ruby, they are quite rare, so have patience, and you'll find one eventually.
Chimecho: Chimechos can also be found on Mt. Pyre. They can be found in the same area as Vulpix, but they are quite rare.
Rare Candy: Rare Candys are scattered all over the place in the game, so I can't tell you any exact locations.
Regice: Regice can be found in the Island Cave, which is hidden among some rocks on ther left side of Route 105 (I think that's what it's called). It is the Route just below the one that is to the left of Rustboro City (the one which the entrance to Meteor Falls is on. But, you can only enter the Island Cave and capture it after you have unlocked the secrets of the Sealed Chamber, which is on the bottom part of one of the Routes left of Pacifidlog Town (one of the Rapid Water routes)
Regirock: You can find Regirock in the Desert Cave on Route 111, in the Desert. But, like Regice, you must first solve the mysteries of the Sealed Chamber.
Master Balls: There is only one main Master Ball in this game, like most others. It is hidden in the big Team Aqua/Magma hideout in the sea left of Lilycove City. There will be four balls which look like Pokeballs in a certain spot. Two of them are Electrodes guarding the other two items. One of the items is a Master Balls, one of them is a different item. The Master Ball is the item on the bottom-left out of all four items. You can easily avoid the Electrode guarding it, by just walking around it so that you are on the bottom side of the Master Ball, and you are facing it. You can easily pick it up that way, or you could always beat the Electrode.
Mew and Mewtwo: Unfortunately, these two Pokemon are unobtainable on the game, so you can't get them.
Igglybuff: To get an Igglybuff, all you have to do is put a male and female Jigglypuff in the Daycare, on the route to the left of Mauville City. Then wait a while, just walk around for a bit. When you come back, the old man will be standing further out than he usually would, and he'll give you the egg containing Igglybuff, if you have room in your party. After you walk around some more, your egg will hatch into Igglybuff. To get Jigglypuffs, they are on the Route above Rustboro City. There is a part on this Route where you can surf up onto more land and go through Meteor Falls, but don't surf there. Keep surfing further North, through the rocks, until you reach more land. There will be two trainers there, and some grasss up the top. This grass is the home of Jigglypuffs.
Crossbreed: I don't know what you mean. Write back explaining what you mean, and I'll tell you how you can do it.

See ya!
