Yes...! You need to connect your game to another Game Boy Advance with the E-Reader in it and swipe an Eon Ticket Card, obtainable at Nintendo Events and in Nintendo Power issues, through the E-Reader while the game is in Mystery Events. THIS IS THE ONLY WAY TO GET A VALID EON TICKET!
Then, go to Norman in the Petalburg Gym and he will give you the Eon Ticket in the game. Stock up on balls and save up, because you can't do this ever again — even Nintendo says so — unless you restart your game. Go to the Lilycove ferry terminal (you must have defeated the Pokémon League) and talk to the manager. While she scoffs, a sailor will jump in and offer to take you on your itinerary. You will disembark at Southern Island. Go into the thicket and press A in front of the monument. If you're playing Ruby, Latias will appear. If you play Sapphire, you'll see Latios.
Of course! With a e-reader and a special eon ticket card you scan you can get the eon ticket and make it work. Using AR and GS wouldbe the cheating way whch the eon ticket doesn't even work with cheating code devices!
All you need is the card you get with the game, and an e-reader, and another GBA.
