I have two questions,i know that you may get boring by this line but I want to get information. The first one is what are all the ghost and ice Pokemon and where can you find them. The second one is which Pokemon knows the move mega giga drain and where can you find it.

Most ghost Pokemon are on Mt. Pyre and the Ice Pokemon are normally in Shoal Cave. I'm sure Sceptile learns giga drain at a high level, but to get the tm to teach to a Pokemon, thats on the route south of Mt. Pyre. You have to talk to a guy thats looking at a tree.
