Question for Pokemon Ruby

1.How do I get the latio?Does he just randomly appear in the game or do I go to the south islands?

2.If I do need to get to the southern islands , how do I get there?

No need to go to south island it aspear randomly at fortree,mauville sory but thats the only way and keep you're master ball to catch it cause once you fight it it fled after.

1. You can find him anywhere but a good place to look is to the right and left of Pacifidlog Town. Search each side for about 3 or 4 Pokemon with a level 80 Pokemon or higher with you. Repeat this and you will probably find him.
2. You go to the Southern Islands to find Latias at level 50, but you need an Eon Ticket to get there which you can only get through a Nintendo Event or a cheating device.
