Question for Pokemon Ruby

In shoal cave near mosedeep how do you get shoal salt because I got the four shoal shells and I just need the shoal salts

The cave changes sometimes it is underwater other times it is not. Shells are when the water is there and salt when it is not. It may be the other way around.

On diffrent days the water will be up and others down therefor on diffrent days you can get diffrent shoal items, hope this helped

You have to enter when the tide is down and search the cave floor.
