At the last part of the Sealed Chamber I put my Relicanth in front and my Wailmer in the last slot and nothing happened. Can someone please tell me what I did wrong, what to do, and give me the unlocked locations?

You need a Wailord not a Wailmer then it should work.

One problem. Your wailmer must be lvl 40, get it to lvl.40 and get it to evolve into a wailord then it will work(there should be an earthquake). The Locations are
Regirock: Route 111(desert, surrounded by circle of rocks)
What to do to unlock his chamber: from the Braille on the back of Regirocks chamber area, Go Right twice,Down twice, and then use Strength(yes the hm strength) A door will open and a Regirock will be there.

Registeel: Route 120(rainy, weeded area, again, surrounded by a rock circle.
What to do to unlock Registeel's chamber. From the Braille on the back of the wall, go to the center of the chamber area, and use fly(yes the hm fly) A door will open, go in and meet Registeel

Regice: Route 105( along side of western rock barrier, there will be a break, surf in there, it is on an island surrounded by.... YOU GUSSED IT! 6 ROCKS!!!). What to do to unlock Regice's chamber, from the Braille on the back wall, facing it, hit (A) once. Then you must wait 5-7 minutes.A door will open, and go catch Regice. ~Good luck and happy catching on your way to become the Pokemon master!~

You have to use dig at the end of the wall where the writing is. Then you read the pillars in a certain order (I can't remember the order) and the Regis door's open.
