Question for Pokemon Ruby

How do you get the shoal cave to be at low tide because whenever I go in it's at high tide? I really want a shell bell. What does a shell bell do, by the way? Thanks in advance.

It's high or low tide depending on what time of day it is.

9 am-3 pm High Tide
3 pm-9 am Low Tide
9 pm-3 am High Tide
3 am-9 pm Low Tide

A Shell Bell heals the pokemon using it, by 1/8 the damage it did to an opponent.
