Question for Pokemon Ruby

I want a scizor. I got a syther from Pokemon gale of darkness but I can't get a scizor. To get it you need the metal coat item. Does anyone know where to get a metal coat on either ruby or gale of darkness?

Catch wild Magnemite and Magneton, rarely, you can get a Metal Coat from them.
