OK. Here's how you get to them, in R/S.

Go to Pacificlog and get a Pokémon that knows Surf and Dive, also bring a Wailord and a Relicanth. Wailord evolves from a Wailmer, while Relicanth can be found at Route 124 and 126, Underwater. Put Wailord in the first slot of your party and Relicanth last. Then go to the left of Pacificlog and surf down to the lowest part of the rapids, towards the island. Keep jumping islands but stick to the lower part of the rapids. Use dive when prompted and swim to the end, where it says: "Go Up". Reach the back of the cave and use a Pokémon that knows how to dig, near the spot where the braile is."You hear a distant door open". That’s your cue to get those Regis. Now, to get them, go to the caves:

Regirock:
Go to the lowest part of the desert where you found the fossils. In the middle rock, go to the back of the room, read the text and go right, right, down, down, and then use strength. Registeel:
From Fortree City go right and down to the bottom of the route, where the girl gives you a berry. Walk up the stairs, through the tall grass and into the middle rock. To find Registeel, just walk to the center of the room and use fly. Regice:
In Petalburg City go left, to the water, and surf down to the rocks until you encounter an opening. Move up to the seven rocks, go inside, then read the text for a couple of minutes to find Regice.
