When can you go on the ferry cos whenever I try it says ferry under construction. Thanks!

The ferry can be boarded in Slateport City, Lilycove City and the Battle Tower. However, it is only completed after you defeat the Elite Four.
First thing, you have to beat the Pokémon League. You then get an SS Ticket from Norman as you walk downstairs at your house after the credits roll. You can go between Lilycove and Slateport on the ferry, and also to Battle Tower.
You will need to go to the Pokemon League and defeat them.
What's the weakness for the elite four and steven?
Well I have a blazakin, with sky uppercut and fire blast and over heat, I keep beating the elite four with just him and no other Pokemon
You have to go to the next gym and battle then come back it will be ready but you neeeeeeeeeeeeeeeeeed a ticket!!:(
