Question for Pokemon Ruby

Where can I get the Pokemon Relicanth?!
And also what level does wailmer evolve into wailord?
I need these two Pokemon to get the Regis

Relicanth - can be found underwater, near sootopolis

Wailord - evolves at level 40-42

1. In a cave under water. You need surf and dive. It is VERY rare.

Relicanth is found on underwater but it is not RARE some people said it rare because it s hard to find but just use sweet scent underwater(ex: oddish).....

Wailmer will evolve at Lvl 40

Once you've got relicanth and wailord put relicanth in first then wailord last your Pokemon must learn dive, dig and surf.... Go to the ocean currents and you can see a small diving spot then dive there go down you see a white letters then dive back you're in secret chamber with wierd brailles then ignore the brailles go up you can see strange letters just use dg a hole will appear then go inside go up and another strange words you see then an earthquake will occur... That's all I can say..... Oh and yes there are some brailles also in littleroot town...... But I I don't know where can I find it.......
