1)I have'nt found a feebas on any other game
2)Vibrava,it evolves at level 35 and it evolves into flygon at level 45
3)I don't know
1) Ruby and Sapphire have the same Appearance rate (not sure about Emerald).
2) Vibrava, 35, 45.
3) Head East (The direction the man is facing).
