Well you have to go all the way around from Fortree to Lilycove to Mossdeep then Pacifidlog...

Rayquaza is in the Sky Pillar...go east from Pacifidlog and find a swimmer who is swimming in squares...above him is a gap...go there and find the trail to the Tower

Go to Mosdeep City and surf South until you can't anymore. Then go West and then you'll be in Pacifilog Town. To get Rayquaza, you need the Mach Bike. Swap if needed. Go to Pacifilog by following my directions. Exit Pacifilog to the NorthEast. Go between the rocks. You'll be at the area to get Rayquaza. Use the Mach Bike to get across the holes.

I think you have to surf to paciflodge town from another city (I can't remember which one at the moment). In order to get Rayquaza, you need to first beat the Elite Four. After beating them, fly to pacifclodge town and then start surfing to the east. Surf near the top(where the rocks are), when you see a opening in the rocks, go through there and you should see the place. Once you go in, head straight to the top and you will see Rayquaza there. Note: Make sure you bring a Mach bike in order to pass the cracks in the floor.

You need to surf. And to get Rayquaza, you must beat the elite four, fly to pacifidlog, then surft east the north intoma rocky path that leads to the sky pillar. Use the Mach Bike to get to the top and prepare fore a doozie of a Pokemon battle.

I don't know if you've beaten the Elite Four or not. I could give better directions if you beat them. I'll give both directions, just in case.

1) If you've beaten the Elite Four, then all you have to do is Surf west of the waterfall you had to climb to get to Victory Road. You should come across a town floating on the water.

2) From Mossdeep City/Sootopolis City you can Surf as far south as possible, then west.

To find Rayquaza you have to beat the Elite Four first. Head west from the waterfall that I mentioned earlier, sticking to the upper row of rock things floating on the water when you come across a bunch that are blocking your way north. You should eventually come a cross an opening leading north. Head up there into the tower. You'll have to make it to the top to reach Rayquaza.
