You need to go to the underwater cave a defeat Groudon. And then defeat him again in the cave or origin.

Go into the Cave of Origin first.

You must first calm Groudon....Wake him in his slumber and then calm him in the Cave of Origin...after that the gym will be opened

First you must go to the cave of orgin and you either must catch or defeat groudon and then go back and wallace the gymleader and the other dude who gave you the devon scope will be there and it should be really sunny, because of the drought.

Go to the cave and beat Groundon. They will unlock.
