Mirage island is random there is no good time it's just luck

There is no best time. All you need is to talk to the man on Pacifilog Town and have a bunch of Pok�mon with different ID numbers.

Mirage island appears randomly. You have to talk to the guy in Pacificlodge town and if he says he can see it, then you can go to Mirage Island. There's really nothing on the island, just a rare berry and a bunch of Pokemon.
