Question for Pokemon Ruby

I'm On My Last Badge...The Island Next To The One With The Space Center(Not The Elite Four Island)I Went Up To The Doors And It Says "The Gym Doors Are Locked"
What Do I Do? I Have Already Found The Submarine...But I Don't Want To Know What To Do Now!!! Please Help

To unlock the door of Sootopolis gym, you need to awaken Rayquaza to stop the fighting between Groudon and Kyogre.

Get the Dive HM. Go SouthWest and enter Sootopolis City. Tell Wallace that Rayquaza is at Sky Piller. Go to Pacifilog which is South(and then a little West) of Mosdeep City. Go up through the Rocks and enter Sky Piller (make sure you have the Mach Bike ready) make Rayquaza descend to Sootopolis to stop Groudon and Kyogre's fighting, then you can go into the Eighth Gym.

Uh... Ok. Your question doesn't make much sense but I'll try.

To get into the eighth gym, you must make you way to Origin cave, which is in Sootpolis City (where you are now). Once in there, defeat or catch Groudon. You may now access the final gym.
