You can get really strong ones in the Cerulean Cave.

Ditto is not found in this game. You must trade from FireRed, LeafGreen, or Emerald.

You can't get a Ditto in Ruby, you can only get Ditto in Fire Red, Leaf Green and Emerald, sorry.

You need to trade it off of Emerald, FireRed, or LeafGreen versions.

You cannot get Ditto in Pkmn Ruby, you need to use a cheating device like a Gameshark or Action Replay.
