2. Jagged Pass is right near Flanery's gym. You need to scare away the Rival team away and then you can use the Cable Car to get access to Mt. Chimney and go down to Jagged Pass.

If you know someone with an Eon Ticket in their inventory(R/S/E), you can trade records with them and you'll then have one, too!
