Headbutt is not a TM.

Headbutt is not a TM on Ruby or Sapphire. I know that either Zigzagoon, Linoone, and Bagon can learn it at a point.

Zigzagoon learns headbutt by level 16.

Unfortunately Headbutt is not a TM in Ruby and Sapphire, and it has no effect on trees. So you have to make Pokemon learn it. It's powerful and it might make the foe flinch, but that's all.

You can get headbutt as a tm from this guy in route 109 I think
