How do you get level 5 evolved pokemon?

Example: level 5 bannet

By using a GS/AR code. When you breed, it's always the pre-evolved form.

BUT! You can get things like a lvl 20 Sandslash when he usally evolves at lvl 22!

Get a cheat device and use a modifier code.

That is impossible unless you use a cheating device. An example of a cheating device would be a GameShark or an ActionReplay.

I have no idea why you'd want one, except for it's moves-which you can get from the move tutor instead! But besides that, the only way would be to use encounter codes with a cheat device and go into an area with low level Pokemon to get a low level one.
