Why on earth would you give Groudon Cut or Thunder?!? Thunder I can understand for Kyogre, but NOT for Groudon. Give him Solarbeam!!! He's already got the Sunny Day, so it's a perfect move! And anything but Cut-it's such a waste on him! Even Flamethrower would be better, at least it would be 50% stronger because of the Sunny weather, as would other fire attacks.
Also, you have too many Dragon Types!! A good Ice or Dragon Type or attack would destroy your team in nothing flat!

You might want to go to the forums and discuss your team there, personally I think your team lacks in balance and a water + ice type is enough to beat you down. With the aid of a little help from grass and steel your good to be OHKO. pokedex, you have a long road to seek and more poke to encounter.

Team ratings are meant to be done in the forums now, instead of submitting them to the Q/A boards. But if you must...

Ray doen't need two dragon attacks. Keep one of them. Also, lose Extremespeed. Replace them with Ice Beam and Thunderbolt.

Swampert isn't bad. If you can trade it to Emerald, replace Take Down with Rock SLide.

Altaria shouldn't know Refresh. It's ability is a built-in Refresh when switched out. It should also lose Perish Song. Instead, get Fly/Aerial Ace and maybe Take Down or Facade.

As for Salamence, keep Dragon Claw and Fly. Get Crunch and Flamethrower.

Who told you Thunder and Cut were good for Groudon? Get rid of them and get Swords Dance and Rock Slide if you can trade to Emerald. If not, get Solarbeam and another Strong attack.

I can't give you much on Raichu. You may want to get Agility for it, though.
