Not in Ruby; you must trade over from Sapphire or Emerald.

Seviper is sapphire only, you'll have to trade with a friend.

On Pok�mon Sapphire, Ruby doesn't have that pok�mon.

You can not find a Seviper on Pokemon Ruby. You find the opposite of Seviper, Zangoose, on Pokemon Ruby. To get a Seviper, you must trade it from a Pokemon Sapphire or Emerald game.
