I have over 200 Pokemon, and at mosseep in the space station the guy says 93 launches, so when will Jirachi appear.

He wont, it never happens I have over 200 Pokemon and over 200 launches, it will NEVER hapen
That launch is a completely a myth. You don't get anything for any number of launches. To get Jirachi, you either must trade for it, or you have had to ordered it with a bonus disk when you bought another Pokemon game for Gamecube.
