Go inside Regirock's cave and read the braille, then take two steps left, two steps down, then use Strength and his door is opened.

the first suggestion is wrong .. the correct way is just walk straight , take 2 steps to the RIGHT then 2 steps DOWN.. there you go ..the chamber is opened..
