Question for Pokemon Ruby

Ok I have never seen latios on ruby.I have beaten the elite four and I have been searching for weeks and weeks. Please someone tell me an easier way so I can have a chance at catching it! ANSWER QUICKLY!!!

Fly to a city that he goes to often.{Fortree Mossdeep} if you see him but can't catch him check you pokedex and go to area and it will tell you where hes at. But beware since if you fly to where he is he'll fly somewhere else. Also if you change routes or go into a building. So if you in a building and you check your pokedex and you go outside to find him he won't be there. P.S I caght mine on the same ruote as the daycare. {By Mauville}

He's like a shiny Pokemon in the wild! You'll have 1/999 chances. Use a lot ok max repels and go look in the will and in the water.

Latios is always running around Hoehn. Everytime you go to a different route, he changes location. So keep looking for him and be patient.
