Once you deliver the Devon Goods to Captain Stern in Slateport City, go to the Devon Corporation President at the Devon offices in Rustboro City.

After you deliver the letter to steven head back to Rustboro(sry about spelling) and go to the devon corporation and talk to the president and he will give you the exp share. If that doesnt work deliver the goods to captain stern then head back to the devon corporation and get it from the president

You have to get some numbers right in the lillycove city (sp?) lottery, on the first floor. Try trading with other people to gain more chance in winning

After you deliver the Letter to Steven in Dewford, go back to Rustboro to that company, talk to that Boss guy, and he'll give you an Exp.Share
