What is the real, true way to get jirachi BESIDES pokemon colosseum bonus disk or nintendo events?

I may not have jirachi, but I believe that when you have caught all 200 pokemon (deoxys and jirachi don't count because there number 201 and 202).

You go to lilycove motel and go upstairs, there should be a group of people, talk to them all, 1 of them should say that if you complete the pokedex give it to him, I think when you give him the pokedex he tells or does something so you can encounter jirachi.
