Question for Pokemon Ruby

Hi I have some questions..........
1.Where are Deoxys?
2.Can you catch latios without a masterball?
3.I can't find the sky pillar by ever grande city can you help me?
4.What do you do after you beat the elite four?

Deoxys can only be found on Birth Island, which you may know. I have caught him with a "Warp to Birth Island" Action Replay Code.
You can catch Latios without a Masterball, get a golbat lv 40 or above and use Mean Look when battling.
Sky Pillar is to the right of Pacifidlog Town, surf there, go between the rocks at the top of the screen and you will find.
Complete your Pokedex after the Elite Four.

1. Deoxys can only be traded or use gameshark
2.yes you can, but unless you really want him that bad, I suggest ultra and timer balls because Rayquaza is hard as heck to catch with anything other than a masterball.
3.its not near ever grande. It's on route 131 just off of pacifidlog town. You have to look good becaus it is hidden in a small maze of rocks.
4.catch the legendary Pokemon, go to battle tower, fill your pokedex, etc.

4.What do you do after you beat the elite four? :: Work on training the best team out there.
