Talk to the little girl on the left as you walk into the Slateport Contest Hall.

The Pokeblock case is in Slateport City in the Pokemon contest building, when you walk inside talk to on of the girls in there walking around.

Go into the Slateport contest building there should be a women in there that will give it to you.
