From the boy in the front room of the Fossil Maniac's House on Route 114.
West of Fallarbor Town, you'll see a building. The sign in front of it says
"FOSSIL MANIAC'S HOUSE"
Go inside that building. You'll see a kid, next to another entrance inside the building. Talk to him. He will give you DIG.

Go west of fallarbor town. There is a house with a cave in the back.Go to the back of the cave and talk to the fossil dude and he will give you dig.
Go to Fallarbor town, go to the Fossil Maniacs house, talk to the girl standing by the hole, and She'll give you a TM. It's the TM Dig.
Go to Route 114, walk to the left till you find Fossil Maniac House, talk to the dude on the inside, he will give you dig.
