I have 5 questions to ask
 
 1. Where do can you find Pre-Evolution?
 2. How to beat the Elite 4 with 1 or 2 pokemon?
 3. Where can you find Latios and Latias?
 4. Where can you find Relicanth and Wailord?
 5. Where can you find Fire pokemon?

ANSWERS

1) If you mean like pichu igglybuff and wynaut you have to get the from eggs.

2) Get a lv.100 blaziken with these moves: Blaze kick sky uppercut flamethrower and slash. And a lv.100 groudon with these moves: Solar beam eruption dragon claw and fissure. Use groudon for Glacia Steven and Drake. Use blaziken for the rest.

3) After you beat the pokemon leauge in ruby you can find latios and latias in sapphire.

4) For relicanth dive near sootopolis and for wailord evolve wailmer.

5) They are in fiery path and mt. pyre.

1. Most are from eggs but there are Wyanat on Mirage Island.

2. I easily beat the elite four with my Swampert.

3. After you beat the elite four, you can find them. They appear in different spots all the time, so you could find them anywhere.

4. Relicanth are underwater near Sootopolis. Wailord can be created from evolving a Wailmer.

5. In many places such as the Fiery Path.

1. Pre-evolutionary (infantile PokÃ©mon:
Pichu: Place two Pikachu or Raichu or a Pikachu and Raichu in the Daycare.
Igglybuff: Place two Jigglypuff or Wigglytuff or a Jigglypuff and Wigglytuff in the Daycare.
Wynaut: Place two Wobbuffet in the Daycare; male must have Lax Incense. You can also hatch the egg from Lavaridge or find one on Mirage Island.
Azurill: Place two Marill or Azumarill or a Marill and Azumarill in the Daycare; female must hold Sea Incense.

2. Why not clarify what you mean â show me the PokÃ©mon!

3. After you beat the League, go home and watch TV on the bottom floor. There will be a broadcast on them. You will find Latias in Sapphire and Latios in Ruby at random.

Wailord: fish on Route 129; evolve Wailmer at level 40

You don't need to fish to get wailord you need to surf

With latios or latias if you haven't seen them yet then have a frend with the same type game or with the lati you want (depends on if sappire or ruby or emrold or coler picked in emrold) make sure he has a secrete base and the lati with him
Then go 2 the pokecenter then mix records with them then you can go to ther secret base in you're game and battle him at his base if you lisend to what I said earlyer you should get to battle their lati then afterwords the lati should be considered seen and you can check the area on the lati and boom! You can track the lati
