You mean the Pok�Block Case? From the little girl on the left as you walk into the Slateport Contest Hall.

If you mean the Pokeblock case, go to Slateport Contest Hall where a small girl will give you it.

To blend berries, visit certain Contest Halls, which will have them.

A girl in Slateport City I think at the contest gives you the poke case.
