Question for Pokemon Ruby

If you breed say, a Milotic and a Secptile, will a Treecko or a Feebas be born? Also, my friend has a Saphire/Ruby Trainer's Guide, and it gives groups of Pokemon that can breed with each other, like Lairon and Sceptile. I tried that, but all I got was a baby Aron, same with Seadra. Would I get a Treecko if I used Aggron and Sceptile, both 3rd evolution Pokemon?

The type of baby you get depends on the gender of the parents.Say, if Milotic was a male and Sceptile was a female, a baby Treecko would be hatched. If Milotic was female and Sceptile was male, a baby Feebas is born. So the rule is...
Female is the offspring
Male passes down the moves
If you can get good at breeding, you can start breeding moves into baby Pok'emon, which is how you can get a Feebas with Mirror Coat(Female Feebas or Milotic bred with a male Corsola knowing Mirror Coat).
