What are the 3 best grass type Pokemon in Ruby? Not including legendaries.

If you mean the one catchable in Ruby, then Sceptile, Breloom, and Ludicolo.

Sceptile is so weack, don't waist your time, breloom is not available in this version, i'll say the best here is Tropius, it can use sweet scent, very usefull to train pokemon
