I have heard rumors about rocket launches and with the "one week, one launch" stuff and I have Pokemon Ruby for one and a half year or so but the game still says: "we have sucsessfully launched rocket no.2" ... Why?

If you recently started over, it is a part of the game since restarting resets the number of rocket launches. If not, it's probably a glitch.
HI, ok this is why:
You have to launch a rocket every week on the same day each week, but I think if you don't do it every week, then you can't launch anymore and your done because you have to launch a new one each week.
I'm sorry if this is confusing you but I think this is why.
Your internal battery may be dry. You can still play the game, however, clock-based events may no longer occur including berry growth, rocket launches, and time-based evolutions.
